Why are you giving the Northampton the Portland class's upgrades? You keep trying to make that case, and Pensacola is entitled to the same upgrades, it just doesn't get them. I don't really see this as being a good tier six. The Northampton will also have a better max range (16.9) than the Pensa (15.7) if the Northampton's range is the same as the Indianapolis'. In addition, the Northampton would likely be stealthier as the Pensa is spotted at 15.7 without modifiers and the Indianapolis is spotted at 13.86 (let's say 13.9), again without modifiers. This gives it six chances to hit a citadel to the Pensa's five. However, if exposing your broadside is not a viable option then the Northampton has the advantage as it has one more gun in the front. Not much of an advantage but an advantage none-the-less. The Pensacola has one more gun meaning that the Northampton has 1/10th less change of hitting said citadel.
This means that both are averaging 13800 an engagement with citadel penetrations. So let's say that the average is 3 citadels per each as a bad player will not hit many, if at all, and a good player may hit 4 or more. Does anyone ever actually do that much? Not unless RNG smiles upon you when you are pretty much on top of a stationary target and you aren't being forced to make radical maneuvers. The Pensacola's absolute max AP DPM is 184000. They need a ship, and there's one that fits the existing meta. So, the smart move is to put Northampton at T6. She out DPMs and out alpha's everything at T6, except the CLs which I haven't run the numbers against.
It simply isn't going to happen, however much I might like it to be. Exactly so what are we to do, put Northampton in at T7 also? Pensacola isn't going down.
